Ichthyostega is something of an icon in the fossil world. Living during the Upper Devonian period, it was dubbed a "fishapod", with its mixture of fish-like and amphibious features.

Although it probably spent much of its time under water, at times it was thought to have crawled halfway up onto land on limb-like flippers.
Exactly how it moved on land has been a matter of much debate, however.
Now, a team from The Royal Veterinary College, London and the University of Cambridge, has spent three years reconstructing the first 3D computer model of Ichthyostega from fossils.
It enabled them to study how ancient vertebrates made the "monumental transition" from swimming to walking.
Study author Dr Stephanie Pierce, of The Royal Veterinary College, said the 3D skeleton allowed them to calculate the range of movement in the joints of its limbs for the first time.
The research suggests the animal shuffled on land using hind limb movements similar to that seen in seals rather than moving its limbs in the familiar walking pattern seen today.
Dr Pierce told BBC News: "We're almost bringing the animal back to life by doing this.
"What we've discovered is that some early tetrapods definitely did not have the ability to walk on land. We at this stage are not actually sure which animals - or group of animals - were the first to do this."
Co-author Prof Jenny Clack from the University of Cambridge added: "Our reconstruction demonstrates that the old idea, often seen in popular books and museum displays, of Ichthyostega looking and walking like a large salamander, with four sturdy legs, is incorrect."
Fundamental question Commenting on the study, Dr Susannah Maidment of London's Natural History Museum, said understanding where we came from, or where all the things that live on the land came from, is one of the most fundamental questions.
"What this study suggests is that this animal, which has been traditionally thought of as the first four legged animal to walk on land wasn't walking on land at all.
"It sends us almost back to the drawing board...I guess it even sends you back to the field to look for more fossils."
The research, reported in a paper in Nature, was funded by the Natural Environment Research Council.

The importance of agriculture in nation building cannot be over-emphasised. This is because of its essence in the provision of food and source of raw materials for industries.
In recognition of this fact, Governor Adams Oshiomhole decided to gather experts in the field of farming to brainstorm on the possible ways of increasing food supply and at the same time use it to create employment opportunities for the teeming unemployed youth.
Welcoming participants, Edo State Commissioner for Agriculture and Natural Resources, Hon Abdul Oroh, said the state government was determined to fight poverty through agriculture. Oroh, who noted that Edo State future depends on agriculture, said the state government has assessed the challenges of agriculture from different perspectives in order to achieve its big dream.
According to the commissioner, “Edo government had invited expects and other service providers to detect areas to where the farmers are lacking and to make necessary improvement. Edo government is putting all machineries to ensure agriculture has come to stay as real business”
Costly Importation
Delivering a keynote address, Minister of Agriculture and Rural Development, Dr. Akinwunmi Adesina, said it was regrettable that Nigeria spent N1.3trillion on the importation of rice, wheat sugar and fish.
He disclosed that Nigeria consumes five million metric tonnes of rice annually and warned that the country’s continuous dependence on imported rice for consumption may cost her about $150bn by 2050 if steps were not taken to raise rice production.
Adesina, who promised to make a difference from his predecessors, noted that his job is not to be a minister for importation of food but unlocking the country’s potentials. He pointed out that no nation can claim to be independent unless it can feed itself.
As according to him, “the rise in population is a corresponding demand for food. Because we are committed to repositioning agriculture to drive the economy, the ministry will distribute the new cocoa hybrid free of charge to all the cocoa producing state across the country.
“We want to restore the lost glory in the world trade of cocoa by making sure that these new cocoa hybrid are distributed to all cocoa producing states to replace the old varieties.” He said.
Akinwunmi noted that the summit was in tandem with the FG plan to reposition agriculture to drive the economy, and lauded Edo State for being the second largest producer of palm oil, and the sixth producer of cassava and cocoa in the country.
To this end, he disclosed that plans were underway to build a large-scale cassava processing plant capable of producing 240 metric tonnes per day and explained that local production of cassava floor would save the country N248 billion spent on the importation of the item.
Policy Inconsistency
Declaring the summit open, Governor Adams Oshiomhole said unless there was a complete shift on FG’s inconsistency policy on agriculture, all that is said will amount to mere rhetoric.
He said for his administration to accomplish the goal it set for itself as regards agriculture, farmers in the state and other genuine investor in agriculture would be offered free land in the state as well as provide basic infrastructure.
Oshiomhole called for continued subsidy on agriculture as a means of protecting farmers in the country, and added that there must be an interventionist policy for the country to meet its agriculture plans in the areas of job creation, food sufficiency and serve as alternatives to oil.
According to him, it is too early to applaud FG agriculture policies because previous good agric policies ended without food on the table. He therefore called for a nationwide protest if need be, to stop the federal government from granting waivers for the importation of vegetable oil, rice importation and other food that could be produced locally.
He told participants that his administration placed emphasis on agriculture as an alternative to oil, for job creation and the need to be the country’s largest food producer, adding that areas of crop concentration for his administration included rubber, rice, cassava, palm produce and cocoa.
“The reason why foreign and local investors hesitate to invest in the country is because of the inconsistencies in policies. How do we sustain this beautiful vision that tomorrow it is not turned-over? We must begin to interrogate our leaders and hold them to the policies they enumerate.
“If we can prohibit the importation of chocolate and with this, we will pass a strong message to the manufacturers if they want Nigerians to eat chocolate, they must set up the company here”, the governor declared.
Oshiomhole while appreciate the minister for all that he has plan to do for Edo State promised to complement the efforts, said “We have opened up a number of rural communities so that our farmers can get their produce to the city centres”.
Power Conundrum
Another matter that arose as far as adequate food production in Nigeria was concerned was the issue of power generation. In his presentation, chairman of Dansa Foods, Alhaji Sanni Dangote, urged the FG to provide adequate power if its slogan on paradigm shift must work. He said there were local investors who have the capacity to turn things around in agriculture, but they were being hindered by lack of power.
He advocated that government should tighten its noose on the ban importation of chickens and raised the alarm that foreign farmers are lobbying for a lift in the ban on chicken importation because they have good storage facilities due to steady power supply. “It is very important that we keep the ban on chicken importation strong”, he stressed.
Adequate funding of the sector was another critical issue raised by Dangote. He however assured that farmers in Nigeria were ready to find the money to operate so long as government was willing to provide the infrastructure and a level playing field for them to operate in
“I just pray to God to help all of us because it is an issue everybody has been talking about for the last 15 years and nobody has been able to act either federal of state. I hope this time there will be a change and there will be a positive result. What we need is action, not talk or summit.”
Nevertheless, he disclosed that his company is partnering with the Edo State Government in apple, pineapple and rice production adding that between N5 billion to N8 billion is expected to be invested in the sector.
Agro-industrialisation Agenda
UNIDO Representative and Director Regional offices, Dr. Patrick Kormawa, who spoke on ‘Agribusiness option for Edo State’ said Agro-industrialisation must be the centre of any transformation agenda for the agriculture sector in order to achieve meaningful impact on jobs and food security in the country. 
He said UNIDO believe that agro-industry and agro-business will play a key role in the prosperity of Nigeria, pointing out that it cannot happen by chance but through investment and sustained political will over the years.
His words: “We need to invest in productivity enhancing technology. States must have strategic commodity to invest in. We need to link agriculture to industry if we want to transform the industry.
“Banks need to increase their knowledge in the agribusiness sector and investment opportunity in the agribusiness. Government must provide necessary infrastructure and conducive environment. Specifically government should create proper infrastructure as well as develop research and development facility that are linked to industry”, he added.
Agric Hub
Managing Director Notore Chemical Industries, Mr. Onajite Okoloko, said Nigeria faced a major catastrophe if it cannot create an agricultural hub in Edo State. He said the country should take advantage of the opportunity offered by the Edo State Government if it wants to feed the country.
According to him, “There are six million hectares of arable land, three vegetation belts and 1500 to 3000 millimetres of rainfall. Edo seats on a strategic location of the country where it is a gateway to the East, West and the North. Abundant natural gas for making fertilisers exists here.
“There is access to waterways for exportation of finish product. If we can’t create an agricultural hub in Edo State to begin to contribute to feeding the nation and exporting food products then we are actually at the beginning of a major catastrophe,” he added.
Highlight of the event was the signing of Memorandum of Understanding (MoU) on access to fertiliser, cassava transformation between Edo State Government and the Federal Ministry of Agriculture.
Speaking at the ceremony, Governor Oshiomhole, who signed on behalf of Edo State, expressed delight on the vision of the FG for the agricultural sector. The governor said, “I want to appreciate all that you plan to do for Edo State and we are going to complement your efforts. We are ready to provide land free of charge if it is based on agriculture.
Also speaking, the Minister of Agriculture and Rural Development, Dr. Akinwurini Adesina, who signed on behalf of the FG, said the central government was poised to use agriculture to drive the economy.
“Nigeria has 8 million hectares of land with only 10 per cent cultivated optimally. About 110 million youths will be in the labour market by 2020,” he said, adding that “we have human capital to turn around the agric sector significantly”.
The minister assured listeners when he said “We must change a lot of things. We must realise that agric is big business and we must professionalise it. The federal government will no longer engage in the procurement and distribution of fertiliser”.
He announced that two integrated industrial rice mills have been approved for Edo State, adding that new fiscal intervention have been put in place by the FG to protect the farmers.

Jonathan Orders Expulsion of all Unqualified UNIABUJA Students

“They must be students that we politicians pushed in and I told the Minister that they must set up a committee to send the political students back to us.
We cannot allow the Universities to be taken over by political students…”, that was the order of President Goodluck Jonathan to the Education minister, Professor Ruqqayatu  el-Rufai, whilst they reviewed the running crisis in University of Abuja.
It was a rare moment of admission of the compromises the political class brings on the society. It is not only in the education sector.
Politicians of various standing and status, flaunting the powers and influence they wield on the system, often cause and even demand the compromise of the system for their own interest.
That what President Jonathan was referring to yesterday when he ordered  that students who lacked basic qualifications for admission into the University of Abuja but got in through undue influence by politicians, be expelled from the institution. He blamed that category of students for the unrest on campuses.
The University authority has thus been ordered to carry out a thorough audit of the qualification of students and consequently expel all unqualified ones. 
He said those who were smuggled into the university by politicians who peddle influence often became cultists and engaged in other anti-social activities as they are unable to meet academic standards and pressures.
Jonathan spoke at the Council Chambers of the Presidential Villa, Abuja, while swearing in a Minister, Alhaji Inuwa Abdulkadir from Sokoto State who may oversee the Sports Ministry which Mallam Bolaji Abdullahi, the Minister of Youths Development, has been overseeing after the former Minister, Alhaji Yusuf Sulaiman, resigned to contest for political office last year.
The President said he has already held a meeting with requisite stakeholders in the education sector and asked them to return such “political students” to those who smuggled them into the university in the first place.
“Only yesterday (Tuesday), we had a meeting with Minister of Education. We were looking into the situation at the University of Abuja because of their crisis.
The Executive Secretary of the National Universities Commission revealed that one thing about UNIABUJA’s case is that there are students there who do not even have the basic qualification to be admitted but they are there as undergraduates.
“And I said that those must be political students. They must be students that we politicians pushed in and I told the Minister that they must set up a committee to send the political students back to us.
We cannot allow the Universities to be taken over by political students who are the kind of students that create confusion, create all kinds of cults, and all kind of practices because definitely they cannot cope with the academic challenges. So to be relevant, they have to become cultists and then promote all kinds of behaviours that are anti-social so that they can to be relevant in the institution”, Jonathan stated.
Giving a charge of probity to the newly sworn in civil servants, President Jonathan said that the danger in putting wrong hands in place was that without a vibrant and effective civil service, no matter how good an office holder was, his policies will fail, adding that there were qualities like competence and loyalty which were needed in the civil service for it to be effective.
Others sworn in were the Chairperson and members of the Civil Service Commission whom he charged to ensure that less political influence was brought to bear in recruitments so that the most qualified people would man positions as a way of ensuring that good hands were put in positions for effective policy implementation.
The President regretted that most of them work at cross purposes, relying on their perceived axiom that soldier-come- soldier-go, but barracks remain, meaning that political appointees come and go while they remain which makes them not to approach their duties with enough commitment.
He said that he was sure given their resume, they were qualified and fit to handle their positions and should therefore use their experiences to correct the maladies in the system and make it effective and charged them to be committed to reversing the present ugly trend.
“We thank you for accepting to serve. We believe that you will work extra hard to bring back the glory of the service in conjunction with the Head of the Civil Service of the Federation.
Within this period, Nigerians who have one thing or the other to do with the Civil Service complained of one thing or the other. First the attitude to work, people do not go to work when they are supposed to, the quality of service, in some cases, loyalty to government and sometimes civil servants are even accused of frustrating political office holders deliberately.
“ It is my belief that you will work with the office of the Head of the civil service to make sure that you work to bring back the civil service to its glorious days. Of course, you have been part of it and you know what it used to be. You must work with Political office holders to move the country forward.
“No matter how pragmatic a Minister or President is, when the civil servants that are supposed to carry out government policies do not flow with the political office holders, the country will remain stagnant.
We believe in you and your willingness to achieve that objective and sanitize the system, most especially when you will employ, employ people without bias. During political dispensation, we hear too many stories about political influences about employment of people into government.
“So we believe that you are going to create the quality of service that will position the federal civil service for development so that as a nation, we can collectively develop our people”, he submitted.
Members of the Civil Service Commission sworn in yesterday were Mrs. Olatoyese Ayo (Oyo) – chairperson, while  Alhaji Ibrahim Mohammed (Sokoto), Alhaji Gamba Buwai (Zamfara), Alhaji Yahaya Yusuf (Bauchi), Alhaji Mohhammed Hamidu Babanka (Taraba); and Alhaji Rafiu Babatunde Tinubu (Lagos) are members.
Speaking after the swearing in, Governor of Sokoto State, Aliyu Wamako agreed with the President that the greatest obstacle to development was the civil service and stressed the need for its immediate reformation and employment of qualified personnel to man them.

Harper government introduces new employment insurance rules




Human Resources Minister Diane Finley announced an overhaul of the employment insurance system, Thursday morning.
The Globe and Mail is reporting that the new rules will mean less generous terms for frequent users of EI, while giving Canadians who rarely use the program more leeway to look for jobs in their field.
Essentially, the Tories have created three new tiers of job hunters that will mostly affect repeat users of the program:
Tier 1: Long-tenured workers
Defined as someone who received 35 or fewer weeks of regular or fishing EI over the last five years, long-tenured workers will be allowed to restrict their job hunt to positions that pay 90 per cent of their previous earnings and are in the same occupation.
After 18 weeks, however, they will be expected to accept jobs that pay 80 per cent of their previous salary in the same field.
Tier 2: : Occasional
Those out of work that fall between the definitions of long-tenured and frequent, can spend 18 weeks looking for a job in their "similar" occupation at 80 per cent of previous pay.
After 18 weeks, those recipients will be expected to take any work that pays at at least 70 per cent of earnings.
Tier 3: : Frequent
Frequent EI users will be defined as someone who has made three or more regular or fishing claims and collected 60 or more weeks of benefits in the past five years.
This category currently makes up 58 per cent of all EI claimants - mainly in Atlantic Canada.
According to the Globe, these recipients will only have six weeks to find a job in a "similar occupation" at at least 80 per cent of pay.
Those looking for work - in all tiers - must be willing to work at a job that is within a one hour commute from their home but "could be longer in communities where longer commuting times are the norm."
The government's announcement comes after weeks of intense speculation about the future of Canada's EI system, since the Tories' omnibus budget bill removed provisions of the EI Act that allowed recipients to turn down an available job if it's not in the claimant's usual occupation or at a lower rate of pay.
The anxiety was further fueled by finance minister Jim Flaherty's 'no bad jobs' comment last week.
"I was brought up in a certain way. There is no bad job, the only bad job is not having a job," he told reporters. "I drove a taxi, I refereed hockey. You do what you have to do to make a living."
The new rules are expected to be in place early next year.

Japan has completed its first successful commercial launch of a foreign-made satellite.
The H-2A rocket blasted off from the space centre on Tanegashima Island in southern Japan at 1:39 am on Friday (16:39 GMT Thursday).
The South Korean satellite separated from the rocket 16 minutes after launch, followed by three Japanese satellites.
This marks Japan's entry into the launch business.
The South Korean satellite, the KOMPSAT-3, is a multipurpose observation satellite developed by the Korea Aerospace Research Institute, said a Japan Aerospace Exploration Agency (Jaxa) press release.
One of the Japanese satellites, the Shinzuku, would be used for monitoring global ocean currents and the other two smaller satellites were experimental models, officials said.
This was the 21st launch of the H-2A rocket developed by Jaxa, which is reportedly working on a next generation H-3 rocket.
Mitsubishi Heavy Industries (MHI), which has operated the rocket since 2007, is looking to carry out more commercial launches, joining the race in a space dominated by the Europeans and Russians.
Japan has been on a decades-long quest to be part of the commercial launch business.
